The ‎ Communications Regulatory Authority (CRA) is the Communications Regulator in the state of Qatar established by virtue of Emiri Decree (42) in 2014. The CRA regulates the Telecommunications and Information Technology sector, postal services, access to digital media and spectrum. The CRA encourages and supports an open and competitive Information & Communications Technology (ICT) sector that provides advanced, innovative, and reliable communications services. Balancing the rights of consumers with the needs of service providers is at the heart of everything the CRA does.

Class License for the Provision of Public Telecommunications Services On-board Aircraft

This Class License is issued pursuant to Article 9 of Decree Law No. 34 of 2006 on the promulgation of the Telecommunications Law. It permits aircraft operators to provide public telecommunications services on board aircraft registered in the State of Qatar and only when the aircraft is at an altitude of at least 3000m.

The Class License includes  obligations with respect to information to be provided to the customer, confidentiality of communications and customer data, content filtering and type approval of equipment used on-board the aircraft to support the telecoms services.
