The ‎ Communications Regulatory Authority (CRA) is the Communications Regulator in the state of Qatar established by virtue of Emiri Decree (42) in 2014. The CRA regulates the Telecommunications and Information Technology sector, postal services, access to digital media and spectrum. The CRA encourages and supports an open and competitive Information & Communications Technology (ICT) sector that provides advanced, innovative, and reliable communications services. The document on this page is the Order and Decision (ICTRA 2013/08/05-A) issued by ictQATAR defining the regulatory Cost of Capital of Ooredoo for the purposes of Regulatory Accounting and other cost studies. The Cost of Capital (CoC) is the allowed rate of return, determined as the Weighted Average Cost of Capital (WACC).

ictQATAR doesn’t intend to review the WACC till 2017 unless conditions of the financial markets change substantially.
