The ‎ Communications Regulatory Authority (CRA) is the Communications Regulator in the state of Qatar established by virtue of Emiri Decree (42) in 2014. The CRA regulates the Telecommunications and Information Technology sector, postal services, access to digital media and spectrum. The CRA encourages and supports an open and competitive Information & Communications Technology (ICT) sector that provides advanced, innovative, and reliable communications services. Balancing the rights of consumers with the needs of service providers is at the heart of everything the CRA does.

The Strategic Sector Review consultation document seeks public comments on the findings from an extensive analysis of the telecommunications market in Qatar and policy recommendations for the sector’s continued development. The Regulatory Authority at ictQATAR is performing this strategic sector review, to assess the sector’s performance against the five main objectives of liberalization - to encourage competition, to increase customer benefits, to support the health of the industry, to create sustainable investments, and to encourage ubiquitous services. Telecom operators and interested parties are invited to submit responses to the consultation by 20 March 2011.
